Private Finance Initiative

Over the next decade, hundreds of PFI/PPP contracts across the UK will reach contract expiry, bringing handback of schools, hospitals and other public assets back to the public sector. This is a high-risk, technically complex process, and one that many authorities, investors and Special Purpose Vehicles are navigating for the first time.

Monaghans' multi-disciplinary consultancy team supports clients through every stage of the PFI/PPP lifecycle, from routine contract oversight through to expiry, helping protect asset value, manage contractual risk and secure a smooth transition at handback.

PFI Handback Management

We guide public and private sector clients through the handback process end to end, from early condition surveys and risk assessment through to negotiation, remediation works and final asset transfer. Our Programme Management Office approach is designed to give clients early visibility of exposure, protect their position and avoid costly disputes as expiry approaches.

PFI Compliance Monitoring

We provide independent monitoring of Special Purpose Vehicle (SPV) and Facilities Management Service Provider performance, checking delivery against contractual and statutory obligations throughout the life of the contract. This gives clients ongoing assurance that assets are being maintained and managed to the standard required, well ahead of handback, rather than discovering shortfalls too late to act.

Client Strategic Advisors

Acting as an extension of the client team, we support public sector authorities in managing and overseeing their PFI portfolios, from day-to-day contract administration to strategic decision-making on complex or contentious issues, and liaison with SPVs, funders and other stakeholders.

Training and Development

We deliver senior-level training to build awareness of PFI handback compliance and the risks involved, equipping boards and decision-makers with the knowledge to challenge, question and manage this process effectively as contracts approach expiry.
